On the occasion the Governor thought it proper to require the Commanding Officer and officers of the Regimental Garrison without any intimation on the subject being made to the Major General Commanding.

On the Governor informing that it was the Governor's decision, I wrote a private letter expressing my readiness to hear any explanation.

As the Governor refuses to offer this, it seems to me that I have no choice but to put forth the case.

I have the honour to be, (signed) Francis Colborne Major General

2. Y. Huckisson Br. Major (D.A.Q.M.G.)

Head Quarters. 14th December 1876

Houghong 14.

I feel myself most unwillingly obliged to refer to the question submitted in my letter of the 20 August 1876, relative to the Conduct of the Governor Sir H. Kennedy with regard to the Military Officers of the Garrison.

The circumstances of the present occasion to which I have to refer are similar to those reported in my previous letter.

The Military Secretary Horse Guards.
